A New Responsible Approach to Cannabis in Switzerland

After decades of prohibition, Switzerland now recognizes the limitations of this strategy: the illegal market remains dominant, consumption is not decreasing, and prevention efforts struggle to reach the target audiences. In light of this, a paradigm shift is underway. The draft Federal Act on Cannabis Products (LPCan) marks a commitment to establishing a strict legal framework focused on public health and citizen safety—rather than the criminalization of use.

This law proposes the creation of a regulated market for adults, with clear objectives:

    • Reducing the illegal market and weakening criminal networks.
    • Guaranteeing product quality by controlling composition and origin.
    • Strengthening prevention and support by facilitating access to tailored assistance.
    • Protecting minors by implementing strict access rules.
    • Separating cannabis from other substances present on illegal markets.

To inform this transition, Switzerland is currently conducting scientific pilot projects in several cities. These studies compare different distribution models (pharmacies, specialized points of sale, for-profit or non-profit organizations) and analyze their effects on consumer health, the evolution of the illegal market, and prevention among young people.

This reform does not aim to trivialize cannabis use, but to regulate it responsibly to better protect the population. It represents a decisive step in building a Swiss model that combines public health, safety, quality, and respect for individual freedom.
